City’s Politicians Strive To Beat The Clock Spending Federal Money

‘We are trying very desperately to save this money’

City council members are scrambling at the last minute to think up a project so they can beat a deadline for spending $260,000 in federal money may not be the best example of good stewardship of tax dollars.

But that’s what happened in one Michigan city when elected officials considered spending that $260,000 to build a new home on vacant property, even though a house just two blocks away was sold for about $11,000 last year.

After the council rejected the proposal by a 4-3 vote, it scheduled a special meeting and approved spending most of the federal money instead on a lighting project for a park in a historically high crime area.

Jackson Mayor Derek Dobies told the news site MLive that when council members rejected spending $260,000 to build the home, they had no alternative plan for how to spend it. The mood of some participants was reflected by City Manager Patrick Burtch, who was quoted as saying, “We are trying very desperately to save this money.” Dobies didn’t respond to an email seeking comment.

Burtch told the council on Jan. 30 that the city would likely lose the federal money if they didn’t approve building the home, according to MLive. The council rejected the plan anyway.

The money is part of the Community Development Block Grant program, which is administered by the U.S. Department of Housing and Urban Development. The grants are allocated to cities to provide affordable housing for low- and moderate-income people. MLive reported this grant money had to be spent by April 1 or returned to the federal government.

Tad DeHaven, a research analyst for the free-market nonprofit Mercatus Center at George Mason University, said the situation in Jackson highlights the problems that can happen when local officials are invited to spend federal dollars.

He said the rush by officials to spend on any project that fits the bill illustrates a lack of accountability in such situations. Instead, DeHaven recommends, local projects should be funded by local tax dollars to provide a transparent, direct link between officials collecting and spending the money, rather than through a convoluted federal process.

“There is absolutely no reason someone paying taxes in Pennsylvania or California should be involved with the building of a house in Jackson, Michigan,” DeHaven said.

City Council Member Colleen Sullivan voted in favor of spending the $260,000 on building the home.

Sullivan was asked if the City Council would have considered spending that much to build a single home if the money came from local taxes instead of the federal government.

Sullivan said in an email, “There are far too many moving pieces in this particular scenario for me to give you a simple answer.”

Sullivan said there are very strict guidelines and deadlines governing how the federal grant money can be spent. The city was in a bind, she said, because the federal money for the original project was delayed.

“This vote didn’t take place in a vacuum, it was directly linked to a myriad of factors including the desire to not jeopardize future funding,” Sullivan said. “Ensuring fiscal responsibility both long term and short term while being responsive to the intent behind dollars raised/granted and community needs are paramount.”

DTE Electricity: Out With Old Coal, In With New Gas

Utility is adding lots of wind capacity, and it mostly needs to be matched by fossil fuel capacity

Michigan’s largest electric utility plans to close three major coal-fired electricity generation plants by the end of 2023. The facilities – in River Rouge, East China Township and Trenton – produced 25 percent of all the electricity generated by DTE Energy in 2015, according to a company statement.

The regulated monopoly that provides electricity to southeast Michigan and some other regions plans to replace the power currently generated by its coal-fired facilities with natural gas, solar and wind.

By the end of 2023, the company will have closed six coal-fired electricity producing plants since 2011. It will then, it says, have two remaining coal-fired plants with a maximum electricity production capacity of roughly 4,400 megawatts.

The power source changes will mean that by 2023, DTE will be able to generate 1,900 fewer megawatts of the nonintermittent electricity that is produced by coal- and natural gas-powered plants, when compared to 2011.

Jason Hayes, environmental policy director at the Mackinac Center for Public Policy, said that making Michigan’s energy portfolio less diverse makes it less reliable for residential customers.

“Michigan’s monopoly utilities have clearly and repeatedly stated their intentions to move away from a balanced energy portfolio — made up of nuclear, natural gas, coal, hydroelectric, wind and solar; an energy portfolio that they have stated allows them to provide Michigan with reliable, safe, affordable, and clean energy,” Hayes said in a statement.

Hayes added, “Their stated plans will transition Michigan’s electricity system to a far less diverse energy mix that will primarily rely on natural gas, wind, and solar to produce more than three-quarters of the electricity that Michigan residents daily rely on. While their plans will certainly ensure they meet their emissions-reductions goals, it is reasonable to question whether they can also maintain affordable rates and reliable service by putting all their eggs into this less diverse basket.”

According to DTE Energy Communications Manager Brian Corbett, the company knows that it will need to build new natural gas-powered plants to replace much of the output of the coal-fired electricity generation plants it’s retiring.

“With the level of coal-fired capacity being retired, over 50 rigorous scenarios were developed and each one showed a need for 24/7 energy source replacement (i.e., the new natural gas plant we’ve been discussing). So that’s why DTE filed a Certificate of Necessity in July, proposing a $1 billion investment to build a 1,100 megawatt power plant fueled by cleaner, low-cost, and abundant American natural gas,” Corbett said in a statement.

In 2016, 36 percent of Michigan’s electricity was generated with coal, 26 percent with natural gas, 28 percent with nuclear, 8 percent from renewable sources and 2 percent from other sources, according the U.S. Energy Information Administration.

Hayes calculates that roughly 2 percent of the renewable-source electricity consumed in Michigan in 2016 was imported from other states, based on data from the same agency.

The maximum electricity generation capacity of the coal-fired facilities DTE has closed since 2011 and plans to close by 2023 is roughly 3,000 megawatts, according to company data.

DTE has not brought online a new gas-fired generation plant since 2002, according to the federal government, but it plans to add 1,100 megawatt hours of gas capacity by 2022. The company’s gas-fired generators have a capacity of 2,800 megawatts.

DTE has added 1,000 megawatts of electricity capacity from renewable sources since 2009. According to Corbett, the company plans to add 4,000 megawatts in renewable capacity over the next few decades. Currently, a majority of Michigan’s renewable energy is produced by biomass and wind turbines.

Unlike gas and coal, most Michigan renewable sources are considered intermittent. If the wind is not blowing and the sun is not shining, the power to run Michigan’s homes, factories and businesses must come a nonintermittent source, like coal or natural gas.

Solar photovoltaic arrays and solar thermal energy facilities in Michigan produce electricity 13 percent of the time, according to the Michigan Public Service Commission, which regulates the state’s utility monopolies. Wind turbine farms produce electricity 36 percent of the time, on average.

The capacity factor for coal-fired plants is 53 percent while that for natural gas-fired plants is 56 percent. Both numbers come from the Energy Information Administration.

According to Hayes, coal-fired and natural gas-powered plants in Michigan have a low capacity factor because state law mandates that when renewable energy sources are producing, they must be “given priority in the generation queue compared to all other generation sources.”

DTE does have access to a limited amount of power storage, which can help on calm and cloudy days. But according to Corbett, the company doesn’t believe any current storage solutions are economically viable.

Michigan residents pay the highest retail electricity rates in the Midwest, according to federal data.

In a Michigan Capitol Confidential article of Oct. 28, 2017, a DTE spokesperson described the changes in generation this way: “The transformation we’re undergoing over the course of the next 20-30 years is the most significant for DTE and the industry since the post-WW II era.”
